Mark Lumley
Director of Digital and Resident Experience
I joined in July 2026 because I believe local government is where technology can do the most good, practically, in the lives of hundreds of thousands of people. There aren't many moments in a career where you get to help shape something that really matters and this is one of them. That's the work we're getting on with here, and we're building the team to do it.
Southwark is one of London's most diverse and energetic boroughs, and we're ambitious for everyone who lives here. Our new administration has set out its ambition for a Southwark that's affordable, safe and green and digital, data and technology run right through it. There's real momentum, and genuine space to do work you'll be proud of: you'd help shape how our services run and how residents experience them and see the results land where they count in people's everyday lives.
What I care about most, though, is how we do it. I've spent my whole career in and around local government technology, and it's taught me one thing above all, the work is only ever as good as the people doing it. So, we look after each other here. We give people the room to grow, to lead, and to do the best work of their careers. We want a team that reflects the borough it serves, and that enjoys turning up each day.

I'm joining Southwark at a genuinely pivotal moment for its technology and security future, and I'm looking for people who are excited by the opportunity to help shape that journey and contribute their own ideas and expertise.

My job, put simply, is to make change happen without losing sight of the people it affects. Over the years I've helped organisations modernise their services, get the most out of new technology and deliver change that actually means something. Here at Southwark, I lead the teams responsible for technology, applications, programme delivery and business change.
I enjoy tackling complex challenges, building strong teams, and turning ambitious ideas into practical outcomes, from major technology programmes and cloud migrations to service redesign and organisational change. I try to bring strategic thinking and a hands-on, collaborative approach in equal measure.
Technology’s the easy bit, honestly. It’s the people I care about most: developing them, building positive team cultures, and helping colleagues succeed. If you like working with someone who values integrity, openness, humour and getting things done, I think we'll get on well.
